Text of the Agreement
Preamble:
The Government of the State of Qatar and the Government of the Syrian Republic (hereinafter “the parties”),
Desiring to consolidate the brotherly bonds between them and to achieve greater cooperation between both countries in the educational, cultural and scientific fields,
Have hereby agreed as follows:
Article 1
The parties shall work on developing and strengthening cooperation between them in the educational, cultural and scientific fields, and on strengthening the ties between their respective educational, cultural and scientific institutions, as well as on exchanging information, experiences and developments in the said fields.
Article 2
The parties shall encourage efforts aimed at informing each other about their respective culture and at emphasizing their common Arab heritage.
Article 3
The parties shall each place university and educational institute scholarships at the disposal of the other according to the laws and regulations in force in both countries.
Article 4
The parties shall work on establishing equivalence of the diplomas granted by their respective specialized authorities for all educational levels in parallel with public and university education.
Article 5
The parties shall cooperate in the field of Arabization and standardization of terminologies as a means to popularizethe various forms, styles and character in all Arab countries.
Article 6
The parties shall work to achieve the following:
1. Participating in seminars and training courses that are held in eitherof the two countries concerning educational, cultural and scientific issues.
2. Facilitating student exchange visits and trips and competitions between sports and arts teams.
3. Facilitating and encouraging educational, artistic and cultural exhibitions in both countries.
4. Exchanging educational and cultural information, studies and research.
Article 7
The parties shall cooperate in sharing educational and artistic experiences through the secondment of teachers and specialists in both countries.
Article 8
The parties shall cooperate in order to develop and support vocational and technical education to meet the economic and social needs in both countries.
Article 9
The parties shall encourage the establishment of media institutions and outlets in both countries and conclude an agreement to regulate their cooperation in the field of media, especially educational media.
Article 10
In order to implement this agreement, a joint committee shall be formed to develop programs for the execution of the articles contained herein.
Article 11
This agreement shall be valid after ratification and conclusion by the parties in accordance with the laws and regulations in force. This agreement shall remain valid unless one of the parties notifies the other in writing of its desire to terminate or amend it not less than six months before the date specified for such termination or amendment.
IN WITNESS WHEREOF, the undersigned, being duly authorized by their respective governments, have signed this agreement.
