The Government of the State of Qatar and The Government of the Republic of Kazakhstan Herein referred to as “Parties”,Recognizing this interest to strengthen their relationship of friendship and understanding,desiring to promote their co-operation in the field of youth and sports,and in the light of the laws and regulations of youth organizations adopted in the two countries,have agreed as follows.Article 1The two parties will promote their co-operation in the field of youth as follows:1. Exchange of the visits of youth from the two countries to achieve understanding and friendship, among them;2. Co-operation in the areas promoting and developing youth work, such areas may include:- Youth scientific Clubs,- Youth Centers,- Working Camps,- Youth Arts and Crafts Centers;3. Exchange of information, researches and regulations of youth organization in the two countries;4. Exchange of visits of responsible of youth work in the two countries;5. Exchange of invitations to participate in the international youth events held in the two countries;6. Holding south brotherly weeks in the two countries alternatively.Article 2The two parties will promote their co-operation in the field of sport as follows:1. Exchange of the visits of sport delegation and teams as well as holding training camp and friendly sport matches;2. Exchange of information. researches and studies of sport work;3. Exchange of invitations to participate in the international sport competitions held in the two countries;4. Co-operation in the areas of sport medicine, management and maintenance of sport facilities and installations, disabled sport, sport for all programs as well as marketing of sport events;5. Exchange of sport experts. technicians and coaches.Article 3The two parties will support and encourage all efforts of co-operation among all the organizations and department working in the field of youth and sport as follows:1. Co-ordination and consultations on the continental and the international levels especially the different Asian Sport Confederations;2. Co-ordination and co-operation between their National Olympic Committees as well as sport federations and associations through direct contact.Article 4The visiting Party bears the expenses, which are bound up with the exchange of youth and sport delegations.Article 5Changes and addition to the present Agreement can be made through separate protocols, which are an integral part of the Agreement.Article 6The authorized bodies of the Parties for the relations of the present Agreement are:-From Qatar side- The General Authority «YASA» for youth and sport affairs of the State of Qatar;-From Kazakh side- Ministry of Culture, information and public accord of the Republic of Kazakhstan for youth affairs and Ministry of Public health service, education and sport of the Republic of Kazakhstan for sport affairs;-In any case the competent officials and organizations may realize the functions, which are implemented by the above mentioned authorized bodies at the present time.Article 7Any differences or disputes arising out of the interpretation or application of the provisions of this Agreement shall be settled amicably by consultations or negotiations between the Parties.Article 8The Present Agreement comes into force from the last date of the last notification about implementation of the necessary inner-state proceedings and will remain in force for a five-year term. The Agreement will be automatically renewed for the same periods of time- five years, if none of the Parties gives a notice informing the other one of its intention to terminate the Agreement, at least six months prior to the intended date of termination.The provisions of the Agreement will be used for all the contracts and programs, concluded at the period of the operation of the present Agreement.Done in Astana on 22-4-1999 in two original texts, each in the Arabic, Kazakh, English and Russian languages, all texts being equally authentic. In the event of discrepancy between any of the texts of this Agreement, the English text shall prevail.
