The Government of the State of Qatar and the Government of the Republic of Tunisia (hereinafter “the parties”),
Based on their common desire to support and consolidate their bilateral relations in various fields;
And to strengthen the ties of brotherhood and cooperation between them, especially in the area of youth work, which would bring greater understanding and rapprochement between the two countries;
And taking into account the laws and regulations in both countries;
Hereby have agreed on the following:
Article 1
The parties shall support and encourage all efforts of cooperation between the authorities and organs working in the field of youth in both countries.
Article 2
The parties shall cooperate in the field of youth through the following:
1. Exchanging visits of officials involved in youth work in both countries.
2. Exchanging visits of youth delegations to achieve greater understanding and rapprochement and exchanging experiences in various areas of youth work.
3. Exchanging information, research, studies and different youth experiences.
4. Exchanging invitations to participate in conferences, meetings and youth forums held in both countries.
5. Cooperating in various fields that serve to develop the youth movement, in particular the following:
a. Camps and environmental services.
b. Specialized youth centres.
c. Artistic and intellectual creativity of youth.
d. Volunteer work.
e. Information technology and science clubs.
6. Any other aspects of cooperation reached by the two parties in the framework of this agreement.
Article 3
The parties shall confirm the principles of mutual cooperation in the field of youth as follows:
1. Coordinating positions in regional and international forums.
2. Exchanging documents and recommendations on youth issues at meetings and conferences held in either of the two countries.
3. Exchanging information systems and specialized youth centres in both countries.
4. Exchanging information on the establishment of festivals and different youth gatherings
Article 4
1. The parties shall establish a joint technical committee to implement the articles of this agreement. Such committee shall comprise officials from the Public Authority for Youth of the State of Qatar and the Ministry of Youth, Sports and Physical Education in Tunisia, and it shall meet once a year in either of the two countries alternately, or, where necessary, in the other, and shall be entrusted with the following:
a. Establishing executive programs according to the articles of this agreement.
b. Considering any other aspects of cooperation included in the annex signed by the chairman of the Committee and agreed by both countries.
2. All documents or annexes agreed to by the joint committee shall be regarded as part of this agreement and shall apply to all of its provisions.
Article 5
The exchange of visits by officials involved in youth work and youth delegations shall be according to the following:
1. The party that pays for such visits shall bear the costs of round-trip travel for all visitors.
2. The host party shall bear the costs of accommodation, meals, local transportation and emergency medical services.
The implementation of this agreement shall be conducted by the Public Authority for Youth in the State of Qatar and the Ministry of Youth, Sports and Physical Education in Tunisia.
Article 7
This agreement may be amended in consultation between the parties and through diplomatic channels. Amendments shall be published following the same manner of ratification as stipulated in Article 8 herein.
Article 8
1. This agreement shall be effective from the date of receipt by one of the parties notifying the other party to complete the constitutional procedures, and shall remain in force for a period of five years, automatically renewable for a similar period(s), unless either party notifies the other in writing of its desire to terminate the agreement not less than six months before the date of its expiration.
2. The termination of this agreement shall not affect any programs or projects that have already been agreed to before notification of such termination.
INWITNESS WHEREOF, the undersigned, being duly authorized by their respective governments, have signed this agreement.
This agreement is issued and signed in the city of Doha on Sunday 23 Muharram 1428 AH, corresponding to February 11, 2007 AD, in two original copies in the Arabic language, both of which are equally authentic.
