Preamble
The Ministry of Foreign Affairs of the State of Qatar and the Ministry of Foreign Affairs of the Eastern Republic of Uruguay (hereinafter referred to as "the Two Parties"),
Desiring to develop relations of friendship and cooperation between the two countries in the political, economic and other fields between the two countries;
Their commitment to the principles of mutual respect for sovereignty, independence and non-interference in the internal affairs of each other;
Being convinced that the consultation and the exchange of information on issues of bilateral, regional and international issues of joint interest to both parties contribute to deepen the mutual understanding; and
Being guided of them to the Vienna Convention on Diplomatic Relations of 1961AD;
Hereby agree as follows:
Article1
1-The two parties shall hold regular consultative meetings at the level of senior officials to discuss ways of expanding and deepening the cooperation for the development of bilateral relations as well as international issues of jointinterest.
2- The two parties shall establish working groups or expert meetings on various issues in order to discuss specific fields of joint interest between them.
Article 2
1- The consultative meetings may hold once every two years, or from time to time when necessary arises, alternately in the State of Qatar and the Republic of Uruguay, between their Permanent Missions in the United Nations,their specialized agencies and other international organisations or at international conferences.
2-The Diplomatic Missionsof the two countries mayconsult and exchange information on issues of joint interest.
Article 3
The two parties, through diplomatic channels, shallagree on the level of representation, dates, location and agenda of the consultative meetings.
Article 4
The results of consultation meetings shall not be announced unless the two parties agree otherwise.
Article 5
The two parties shall work within the scope of their competencies in the search for ways and means to develop their relations in various fields and at various levels.
Article 6
The two parties may agree to amend the Memorandum of Understanding at any time through diplomatic channels.
Article 7
This Memorandum of Understanding shall enter into force after the date of exchange of notes in which each partysupports that the internal requirements necessary to enter thisMemorandum of Understanding into force have been met, and shall continue in force for indefinite period of time, unless one of the partynotifies the other party in writing its intention to terminate it by prior announcement before three months.
DONE at the City of Doha on 12/4/2011 in two original versions in Arabic, Spanish and English languages, and all texts are equally authentic.In case of divergence in the interpretation hereof, the English version shall be prevailed.
