The Ministry of Foreign Affairs of the State of Qatar, and
The Ministry of External Relations of the Federative Republic of Brazil,
(Hereinafter referred to as “the Parties”);
Desiring to strengthen the traditional ties of friendship and cooperation between their countries;
Convinced that consultations between the Parties will promote the development of their relations and cooperation between both countries in many fields; and
Determined to intensify the dialogue concerning issues of mutual interest between the two countries through the cooperation between the Parties;
Have agreed on the following:
Article 1
The Parties will hold consultations at the diplomatic level in order to examine all aspects of their bilateral relations and to exchange views on regional and international issues of mutual interest, thereby promoting dialogue between their countries.
Article 2
Consultation shall be held annually, alternately in Qatar and in Brazil, and shall be chaired by the Ministers of Foreign Affairs or External Relations or by their designated representatives.
Article 3
The level of delegations, agenda, date and place for consultations shall be established in advance through diplomatic channels.
Article 4
The Parties shall facilitate and encourage cooperation and direct contacts between institutions of both countries specialised in international affairs in the political, economic, commercial, scientific, technological, cultural, legal, consular and the other fields, as may be agreed upon by the Parties.
Article 5
This Memorandum of Understanding may be modified or amended by mutual consent of the Parties through diplomatic channels.
Article 6
This Memorandum of Understanding shall enter into force after the date of exchange of notes by which each Party confirms that their respective internal requirements for the entry into force of this Memorandum have been fulfilled, and it shall be valid indefinitely.
Article 7
Either Party may, at any time, notify the other, in writing and through diplomatic channels, of its intention to terminate this Memorandum of Understanding. Termination shall be effective six months after the date of notification.
IN WITNESS WHEREOF, the undersigned being duly authorised by their respective governments, have signed this agreement.
This agreement is issued and signed in the city of Brasilia on 20 January 2010. The Arabic, Portuguese and English texts are equally authentic. In case of disagreement/divergence/dispute in the interpretation hereof, the English text shall prevail.
