Preamble

The Government of the State of Qatar and the Government of the Kingdom of Morocco (hereinafter referred to as “the two parties”),

Desiring to facilitate the travel of their nationals between the two parties,

Hereby agree as follows:

Article 1

The following passports shall be included within the framework hereof:

a.       For the State of Qatar: Diplomatic and special passports.

2. For the Kingdom of Morocco: Diplomatic and service passports.

Article 2

Citizens of either of the two parties who hold valid passports referred to in Article 1 above shall be exempted from the requirement of obtaining an entry visa to and residing in the territory of the other party if the term of residence does not exceed thirty days, or for crossing the borders of either of the two parties while en route to another state.

Article 3

1.      Citizens of either of the two parties who hold valid passports referred to in Article 1 above and are appointed in diplomatic missions or consulates of the host state, and members of their families who hold the same passports, may enter and reside in the territory of the other party for a period of ninety days without obtaining an entry visa in advance. Such persons shall, during the abovementioned period, obtain the required documents and permits from the competent authorities in the host state.

2.      The two parties shall notify each other through diplomatic channels of the entry of the abovementioned citizens into either party’s territory.

Article 4

Citizens of either of the two parties shall enter the territory of the other party at border locations specified by the laws of either party for the movement of international travelers.

Article 5

With the exception of the provisions of Article 2 above, citizens of the two parties holding valid passports referred to in Article 1 and who desire to enter the territory of either party for the purpose of employment or for carrying on a profession or for study, shall obtain an entry visa in advance.

Article 6

1.      The two parties shall exchange through diplomatic channels the forms and specimens for passports referred to in Article 1 within thirty days from the date of this agreement coming into force.

2.      Where either of the two parties amends the abovementioned passports, it shall provide the other party with the specimens and forms for the amended passports thirty days prior to the date on which such amended passports become valid.

Article 7

Citizens of the two parties holding valid passports referred to in Article 1 shall comply with the regulations, instructions and laws applicable in the territory of the other party.

Article 8

Either of the two parties shall have the right to prevent citizens of the other party, who are considered personae non grata for any reason, from entering or crossing or remaining in its territory.

Article 9

Either of the two parties may temporarily suspend the application hereof, in whole or in part, for reasons of national security, public order or public health, and in such case the other party shall be notified thereof through diplomatic channels ten days in advance.

Article 10

The provisions hereof may be amended by written consent of the two parties and such amendment shall be valid after the procedures provided for in Article 12 below have been implemented.

Article 11

Any dispute arising between the two parties regarding the interpretation or implementation hereof shall be settled exclusively through negotiations and consultation between them.

Article 12

This agreement shall enter into force from the last date of notification by one party to the other of the completion of its required internal procedures.

This agreement shall remain valid for an unlimited period but either of the two parties may terminate it by serving written notice on the other party through diplomatic channels not less than ninety (90) days prior to the date of such termination. 

IN WITNESS WHEREOF, the undersigned being duly authorized by their respective governments have signed the present Agreement.
