The government of the State of Qatar, represented by the Ministry of Culture, Arts and Heritage, and the government of the Republic of Argentina, represented by the Ministry of Foreign Relations, international trade and religions, hereinafter referred to as "the parties";

Desiring to strengthen the existing bilateral relations between them that were built on the basis of friendship between the parties, and to enhance cooperation in the cultural field in accordance with the respective legislation of the parties;

Recognizing that cooperation in the cultural field will contribute to a better understanding of the culture and society of the parties;

Confirming the important role that cultural dialogue can play in strengthening and supporting the bilateral relations between the parties;

Hereby agreed on the following:

Article 1

The parties shall work to achieve a better and deeper understanding of their respective arts and culture through the exchange of cultural activities and experts.

Article 2

1.      The parties shall work to enhance their cultural cooperation and to participate in seminars, events, competitions, exhibitions, conferences, seminars and meetings at any events held in their countries.

2.      The parties shall hold consultations on and coordinate cultural issues on the sidelines at forums, international conferences and meetings.

Article 3

The parties shall work to develop and promote cooperation between the institutions of historic manuscripts, museums, libraries and other cultural institutions, and to enable their researchers to have access to the material stored in these institutions.

Article 4

The parties shall, where appropriate, aid and support the training of specialists in the cultural sector, according to the agreement between them and in accordance with this Convention.

Article 5

Each party shall encourage the study of the language and culture of the other party, and each shall facilitate the establishment of cultural centres in the other.

Article 6

1.      The parties shall form a joint committee to undertake the implementation of the provisions of this Convention and coordinate on any issues that may arise during such implementation.

2.      The committee shall meet alternately in the territory of the parties, and shall agree on the time and venue through diplomatic means.

Article 7

1.      Where either of the parties sends a delegation to a cultural event hosted by the other party, such party shall pay all travel expenses to the host party, and the host party shall pay the costs of accommodation, transportation and medical treatment in case of emergency, according to each party’s rules.

2.      The party that sends a delegation shall pay all international cargo fees incurred for the transportation of its works of art, books and technical equipment required for the cultural event, and shall also provide the hard currency, money and business that reflect its heritage, as well as the costs of internal cargo and the costs of security arrangements for such materials and works throughout the duration of exhibitions.

Article 8

Where a dispute arises between the parties concerning the application or the interpretation of this Convention, it shall be settled amicably through consultation and joint cooperation between them.

Article 9

The parties shall have the right to amend in writing any of the provisions of this Convention in accordance with each party’s legal procedures.

Article 10

1.      This agreement shall enter into force from the date of exchanging the documents of ratification according to each party’s legal procedures, and shall remain valid for a period of five (5) years.

2.      The agreement shall be automatically renewed for a similar period unless one of the parties notifies the other in writing at least six (6) months in advance of its desire to terminate this Convention.

3.      Such termination shall be conducted through diplomatic channels.

4.      The termination or expiration of this Convention shall not affect any current programs or activities between the parties, unless they agree otherwise.

In witness of the above, the commissioners authorized by their governments have signed this Convention.

This Convention was edited and signed in Doha on 02/14/1432 Hijri 18/1/2011 AD, with two authentic copies written in the Arabic, Spanish and English. In the event of any dispute concerning the interpretation of this Convention, the English version shall prevail.
