JOINT ACCORD ON THE ESTABLISHMENT OF A SUPREME STRATEGIC COMMITTEE BETWEEN THE STATE OF QATAR AND THE REPUBLIC OF TURKEY

Based on the deep rooted historical and cultural ties between the two countries, the State of Qatar and the Republic of Turkey reaffirm their determination to further reinforce the strong relations between them in all fields so as to enhance their solidarity and cooperation to serve the two countries' common interests, and to promote peace and stability in their region and beyond.
Hence, the two sides have agreed establish a "Supreme Strategic Committee" to be headed by the Emir of the State of Qatar and the President of the Republic of Turkey.
The Committee will convene at least once a year alternately in Qatar and Turkey. The coordination of the work of the Committee and preparation of its agenda for each meeting will be undertaken by the Foreign Ministers of both countries.
The two sides will establish under the supervision of the Foreign Ministers of the two countries joint preparatory committees at ministerial and senior officials level in order to prepare for the "Supreme Strategic Committee".
In light of the above, the two sides have agreed on cooperation in the following fields:
a-Political and diplomatic fields.
b-Economy, trade, banking and financial services, investments, transportation, maritime affairs, tourism, health and labor.
c-Security, military and defense industry.
d-Culture, education, science and technology.
e-Energy, agriculture, environment, forestry and meteorology.
f-Communication and information.
g-Consular affairs.
h-Any other field to be agreed upon by both sides.
In order to activate cooperation in the above mentioned fields, the Foreign Ministers of both countries are commissioned to take all necessary measures for drafting the required Memorandums of Understanding and Agreements in coordination with the concerned ministers in both countries, and henceforth for the completion of the necessary internal procedures for endorsement and putting them into force.

This Accord has been signed on 19 December 2014 in Ankara in two original copies in Arabic, Turkish and English each being equally authentic. Should any dispute concerning the interpretation of the texts arise, the English version shall prevail.
