Memorandum of Understanding for cooperation in the Protection of Endangered Wildlife and Conservation of its Natural Habitat Between the Government of the State of Qatar and the Government of the Republic of Azerbaijan
The Government of the State of Qatar and the Government of the Republic of Azerbaijan,
hereinafter referred to as "the Parties",
In view of the friendly relations between the Republic of Azerbaijan and The State of Qatar,
Desiring to expand and strengthen the friendly and collaboration relationship between the two countries,
Expressing the desire to further promote the cooperation in the areas which serve the interests of both countries on the basis of mutual benefits,
Recognizing the principles and aims of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) to which both countries are Parties;
Have agreed on the followings:

Article (1)
The Parties, in accordance with national legislation of their states, shall take the necessary arrangements to implement programs or conduct researches within projects related to wildlife and protected areas, support capacity programs in the fields of environmental research and conservation of biological diversity of endangered species of wild fauna and flora and rehabilitation of the environmental systems.

Article (2)
The cooperation in the field of environmental protection between the Parties shall be in the following ways:
1- Protection of wild fauna and floras threatened with extinction, and prepare programs for their protection and conservation of its natural habitat.
2- Prepare programs and breeding centers for falcons and Houbara.
3- Cooperation in the area of the release of falcons in their natural habitat.
4- Exchange of strategies, policies and experiences in the area of environmental laws concerning organized hunting and the control of hunting norms
5- Coordination of positions at the meetings and conferences in the field of environment to be held at the international and regional levels.
6- Exchange periodically, information, technical documents and publications on the protection of endangered wildlife at risk of extinction and conduct international and joint workshops, symposiums, and academic meetings.
7- Any other forms of cooperation to be mutually agreed upon in the future by the Parties.

Article (3)
The Parties shall encourage the visits of experts and researchers related to the fields of cooperation mentioned in articles (1) and (2) of this memorandum of understanding.

Article (4)
Each party shall cover expenses for participation of its delegation at organized tours and visits. The Parties shall agree on special arrangements for the related costs upon approval by their relevant authorities.

Article (5)
The authorized bodies responsible for implementation of the present Memorandum of Understanding are:
- Ministry of Municipality and Environment in the State of Qatar
- Ministry of Ecology and Natural Resources of the of Republic of Azerbaijan
The authorized bodies of the Parties may elaborate annual programs that reflect the activities, rules and financial resources on cooperation .

Article (6)
By mutual consent of the Parties, amendments or additions may be made to the present Memorandum of Understanding in the form of separate protocols being an integral part to the present Memorandum of Understanding and entering into force in accordance with the procedure set forth in Article 9 of this Memorandum of Understanding.

Article (7)
The provisions of this Memorandum of Understanding shall not affect the rights and obligations of the Parties arising from other international agreements in which both Parties are Parties.

Article (8)
Any dispute that may arise concerning interpretation or application of this Memorandum of Understanding shall be resolved amicably by negotiations and consultations between the Parties, through diplomatic channels.

Article (9)
This Memorandum of understanding is concluded for a period of five (5) years and shall enter into force on the date on which any of the Parties receives from the other the last written notification , through diplomatic channels confirming the completion of their respective internal procedures required for the entry into force of this Memorandum of understanding .
This Memorandum of understanding shall remain in force automatically thereafter for the next five (5) years period, unless either of The Parties six (6) months in advance notifies through diplomatic channels ,the other Party in writing, of its intention to terminate it .
The termination of this Memorandum of Understanding shall not affect the validity of the activities initiated and agreed prior to such termination unless the Parties agree otherwise.
In witness where of, the undersigned signatories, being dully authorized by their respective Government, have signed this Memorandum of Understanding.
signed in Doha on 27/2/2017, in two original copies each in the Arabic, Azerbaijani and English languages, all texts being equally authentic, in case of divergence of interpretation and implementation, the English text shall prevail.
