The Government of the State of Qatar and the Government of the Republic of Turkey hereinafter referred to as "the Parties",
Inspired by their mutual desire to strengthen and deepen the ties of friendship and regard between their countries and peoples,
considering the free dissemination of information as an important factor in strengthening mutual understanding,
and aiming to develop cooperation in the fields of press and information,
have agreed on the following:

ARTICLE 1The Parties shall promote the consultation and cooperation between their public communication offices, namely, the Qatar Media Corporation (QMC) and Office of the Prime Minister, Directorate General of Press and Information of the Republic of Turkey (DGPI).

ARTICLE 2The Parties shall encourage annual mutual visits of the representatives of mass media and exchange views on journalistic activities with a view to improving mutual understanding of current economic, political, cultural and social life of their countries.

ARTICLE 3The Parties shall organize joint seminars, panels and other events in the fields of press and information to bring together periodically the members of press and media from the two countries with a view to establishing professional ties among them.

ARTICLE 4The Parties shall make efforts to provide mutual probation and training opportunities for young journalists and the members of media, as well as technical staff.

ARTICLE 5The Parties shall render the necessary assistance and facilities to the visiting press and media representatives of each country carrying out professional activities in pursuant of the national legislation of the hosting Party.

ARTICLE 6The Parties shall inform each other through the diplomatic means about the details of the planned mutual short visits and training programs. Financial provisions of each activity shall be treated separately.

ARTICLE 7The visiting Party shall cover the international travel expenses of its delegation to the hosting Party, while the hosting Party shall cover the costs of domestic transportation, boarding, lodging by mutual consent in accordance with the applicable regulations of the Parties.

ARTICLE 8QMC, on behalf of the Government of the State of Qatar, and DGPI, on behalf of Government of the Republic of Turkey, are responsible for the implementation of this Protocol in compliance with the respective legislation of each Party and rules of international law.

ARTICLE 9This Protocol, once enforced, shall not pose an obstacle to the additional agreements, projects or journalistic programs done through diplomatic means between the Parties for implementation of other activities and/or exchanges, unless the Parties agree to the contrary.

ARTICLE 10The Parties undertake obligation not to change the content, meaning and character of the exchanged/used materials (news, article, analytical information) and to respect the author's rights based on the mutually accepted principles and agreements.

ARTICLE 11Any dispute that may arise regarding the interpretation and implementation of this Protocol shall be settled amicably through consultations and negotiations between the Parties.

ARTICLE 12Amendments to this Protocol shall be possible by mutual consent of the Parties. Each amendment shall enter into force in line with the manner specified in the paragraph one of Article 13.

ARTICLE 13This Protocol shall enter into force on the date of receipt of the last written notification by which the Parties inform each other, through diplomatic channels, that their respective internal procedures required for giving effect to this Protocol; have been fulfilled.
Herein the Protocol shall remain in force for a period of 1 (one) year and shall be renewed automatically hereafter for a further period of one year, unless one of the Parties terminates it by giving to the other Party a three (3) months' prior written notification through diplomatic channels.
Done in Doha, on 2 December 2015, in duplicate in the Arabic, Turkish and English languages, three texts being equally authentic. In case of any divergence of interpretations, the English text shall prevail.
