MEMORANDUM OF UNDERSTANDING BETWEEN QATAR MEDIA CORPORATION AND TURKISH RADIO TELEVISION CORPORATION
Qatar Media Corporation (QMC).
Turkish Radio - Television Corporation (TRT),
Hereafter referred to separately as "Participant" and both as "Participants",
Desirous of further enhancing cooperation in the field of media between both Participants,
Have reached the following understanding:

SECTION 1
The Participants will acquire the broadcasting rights for radio and television programs against a fee for a certain license period or will exchange free of charge on a reciprocal basis.

SECTION 2
The Participants will send the requested programs from the offered list, within 2 (two) months as of the request date. The explanatory text material of the provided programs will be in Turkish, Arabic and English language.

SECTION 3
The transport and freight costs of the programs that are acquired for a license period and/or exchanged free of charge will be borne by the requesting Participant.

SECTION 4
The Participants will use the radio and television programs that are provided for a license period only for their own broadcasts and cannot transfer rights to third parties for broadcasting or any other purpose.
Any disputes arising from the usage of these programs, in respect to broadcasting and copyrights, will be solved by the supplying Participant, under the provisions of this Memorandum.

SECTION 5
The Participants are free to broadcast the radio and television programs partially or in full, without changing their structure; or not to broadcast them.

SECTION 6
The Participants will separately discuss their offers of coproduction by stating the production topics, budgets, script, technical and administrative contributions and determine the production terms in a separate protocol for every and each production.

SECTION 7
The Participants will participate, reciprocally and within their means and abilities, in radio and TV festivals, competitions and cultural shows in each other's countries.

SECTION 8
The Participants shall coordinate their efforts and positions at regional and international forums and gathering relating to the radio and television fields in such a manner that ensures promoting media issues supported by both Participants.

SECTION 9
The Participants may exchange personnel for exchange of information and experience, on a reciprocal basis. The aim, duration and terms of this exchange will be determined separately.

SECTION 10
The Participants shall promote the national trainers in organizing training and qualification programs in the fields of radio and television that are held by both Participants, and encourage media personnel in participating in training programs provided by both Participants.

SECTION 11
The Participants will provide all facilities and assistance within their abilities, provided that they have been informed in advance, when representatives and officers of the other participant visit each other's countries for various reasons.

SECTION 12
All related expenses for the shootings that either Participant will perform in other Participant's country may be paid against an invoice to the other Participant through a separate protocol.

SECTION 13
The Participants will contribute, within their means and abilities, to the activities of the representative in their country.

SECTION 14
The Participants will inform each other, in writing, of their various offers of cooperation in all media areas.

SECTION 15
The Participants, when necessary, will meet in each other's country in turn, in order to improve the principles of the cooperation.

SECTION 16
Each Participant shall cover the travel expenses of their own delegation, and other details will be determined later by both Participants.

SECTION 17
Any dispute arising out of the interpretation and implementation or application of this Memorandum shall be settled amicably through negotiation or consultation between the Participants, through diplomatic channels.

SECTION 18
Either Participant may request in writing for a revision or amendment of the Memorandum through diplomatic channels. Such revision or amendment shall come into effect according to Section 19 of this Memorandum, and shall form an integral part of this Memorandum.

SECTION 19
This Memorandum shall enter into force from the date of receiving final notification in writing form from any Participant through the diplomatic channels confirming the completion of internal legal procedures for the entry into force of this Memorandum, and shall be valid for a (3) three year period and will be renewed automatically for a similar period/s, unless either Participant gives the other a written notice of intention to terminate it through the diplomatic channels, before at least three (3) months from the date of its expiry.

In witness whereof, the undersigned, being duly authorized by their respective Governments have signed this Memorandum.

This MOU is signed in the city of Doha, on 26 Safar 1439 (AH ), corresponding to 15 November 2017 (AD), in duplicate in the Arabic, Turkish and English languages, all being equally authentic. In case of divergence in the interpretation of the texts, the English text will prevail.
