Save as otherwise stipulated in this law or its executive bylaw, the rules and provisions provided for in the Civil Service Law shall apply to the Bureau staff.

1. Without adhering to the governmental rules and regulations, the President of the Bureau shall issue the bylaws regulating the Bureau's personnel affairs. Such bylaws shall be effective only after being approved by the Council of Ministers.

Until such bylaws are issued, the Civil Service Law and its implementing bylaws and resolutions shall apply to the staff of the Bureau.
