Article 28 - (Amended By Law 1 /2011) Starting Date : 20/01/2011 Where a member is absent from meetings of the Council or its committee for more than three consecutive meetings or six scattered meetings in one meeting cycle without an acceptable excuse, the Council shall issue a resolution inviting the member to be heard at a meeting set after at least fifteen days from the date of notification of the member of the date set for the meeting. Where the Council does not accept the defence presented by the member, or the member fails to attend the meeting referred to, the Council may issue a resolution, with the approval of the majority of its members, to deem the member as having resigned.

A member, who fails to attend three consecutive meetings of the Council, shall be presented to the Council’s questioning. Where in the Council’s opinion, that the excuses of the member are unacceptable, the member shall be deemed as having resigned from the day he failed to attend the meetings.
