Article 4 - (Amended By Law 12 /2010) Starting Date : 21/07/2010 In addition to the competencies prescribed by the provisions of the Constitution and Law, the Minister shall undertake the following competencies: 1. Supervising the implementation of the general policy of the Ministers following approval by the Council of Ministers and deciding on the important matters relating to this policy and in accordance with it; 2. Presenting to the Council of Ministers the topics related to the Ministry’s activities, and the data and reports related to it; 3. Implementing the legislation relating to the Ministry’s activities and issuing decisions necessary to the implementation of such legislation and meeting its provisions in all technical, administrative and financial aspects within the limits of the Ministry’s budget; 4. Issuing decisions on Ministry staff affairs according to Civil Service legislation; 5. Supervising the preparation of the annual draft budget of the Ministry; 6. Proposing legislation relating to the Ministry’s activities.

Issuing decisions determining the fees for services performed by the Ministry or government bodies or public authorities and corporationsthat report to the Minister, or amending or cancelling feesfollowing adoption by the Council of Ministers; 5. Issuing decisions on Ministry staff affairs according to the legislation governing Human Resources Management; 6. Supervising the preparation of the annual draft budget of the Ministry; 7. Proposing legislation relating to the Ministry’s activities.
