Section Name
Supreme Council
2 Article
The Supreme Council shall have a juristic personality and a budget annexed to the general budget of the State. The Supreme Council shall report directly to the Emir.
3 Article
The Supreme Council shall aim at achieving the objectives described below and at being the reference for all matters relating to family affairs:
Strengthening the role of the family in society.
Working on the care of the family and strengthening family ties.
Studying the problems that face the family and proposing appropriate solutions.
Working on achieving the goals stated in the international conventions concerning family affairs.
Working on empowering women to participate in general social, political and economic life.
Working towards improving the situation of working women.
Overseeing the care and rehabilitation of people with special needs, the disabled, and others.
Coordinating activities conducted by civil society corporations in the State and regional and international organisations.
Studying, in coordination and consultation with the competent authorities, the problems of youth delinquency and proposing appropriate solutions,
4 Article
The Supreme Council may conduct the following in order to achieve its objectives:
Drawing a national plan in the context of the general plan of the State aimed at protecting and caring for the family in various fields, especially social, health, cultural, educational, economic, environment and media.
Proposing public policies to strengthen the role of the family in society.
Collecting data and statistics on the family and working to create a centralised information network in this area.
Working on achieving social solidarity and proposing necessary legislation.
Proposing family affairs related legislation.
Coordinating and consulting with the ministries and other government agencies,authorities, public corporations and other bodies working in the fields of family, motherhood, childhood and youth.
Expressing an opinion on draft agreements to be concluded in the field of protection of the family, and following up their implementation.
Cooperating with authorities and international and regional organisations concerned with family affairs, and representing the State in conferences andseminars on family issues.
Raising community awareness of the importance of family issues and ways to handle them
.
H olding conferences, seminars and forums on topics concerned with the family.
5 Article
The Emir’s wife shall head the Supreme Council which consists of:
1. The Board of Directors.
2. The General Secretariat.
6 Article
The following committees shall assist the Supreme Council in achieving its objectives and conducting its competencies:
1.Special Needs Committee.
2.Women’s Affairs Committee.
3.Childhood Committee.
4.Elderly Committee.
5.Youth Committee.
6.Coordinating Committee between Private Associations and Foundations.
The formation of these committees, the determination of their functions, and the regulation of their work shall be issued by a decision of the President, and with the same decision, the formation,functions and regulation of the workof such committees may be amended by addition, deletion or integration.
