2 Article
The Public Relations and Communication Unit shall be specialised in the following:
Publishing releases and media programs that aim at defining the role and activities of the Ministry and its terms of reference, in coordination with the concerned administrative units.
Following up newspapers and media issues related to the Ministry and its terms of reference, presenting same to the officials, and preparing responses thereto.
Receiving applications and complaints from clients, forwarding same to the competent authorities, and responding to their queries.
Arranging travel, accommodation and hospitality for guests of the Ministry and visiting delegations, in coordination with the Department of Finance and Administration.
Organising cultural, social and sports activities for the staff of the Ministry and overseeing the functions held by or involving the Ministry.
Organising conferences, seminars and exhibitions held by the Ministry, and preparing the budget for such activities in coordination with the Department of Finance and Administration Affairs.
3 Article
1. Preparing research papers related to local, regional and international conferences, seminars and meetings pertaining to the Ministry's activities, in coordination with the concerned authorities.
Attending conferences and meetings held by regional and international organizations and bodies on environmental-related issuesin which the State participates.
Preparing reports and responses required by regional and international organizations and bodies with respect to the Ministry's activities, in coordination with the relevant departments.
Studying and monitoring the implementation of the recommendations of regional and international organizations and bodies, in coordination with the competent authorities in the country.
Preparing the necessary reports on the contributions of regional and international organizations and bodies to the development and strengthening of the various activities in the areas of the Ministry's activities, in coordination with the competent authorities.
Following up payment of the State's financial contributions to organizations involved in the work of the Ministry and in which the State is a member, in coordination with the competent authorities.
Studying ways of activating the role of the State in the field of environmental cooperation with Arab, regional and international organizations.
Gathering information and research documents from local, regional and international environmental-related organizations and bodies, and publishing such information for the common good.
Translatingforeign documents, books, scientific research and correspondence relating to the functions of theministry
4 Article
1. Drafting the annual audit plan for the administrative units of the Ministry, submitting same to the Minister for approval, and reporting the results of the audit.
Monitoring compliance with and commitment to the implementation of laws, regulations and decisions relating to the activities of the Ministry.
Checking the harmony of systems and methods of work with the mandate and objectives of the Ministry and submitting the necessary proposals in this regard.
Monitoring financial documents such as receipts, payments,registers and other post-payment documents.
Studying the problems and obstacles to the work of the Ministry, discussing their causes, and proposing appropriate solutions.
Reviewing financial instructions, presenting necessary proposals for amendments thereto, and monitoring their implementation.
Monitoring staff employment procedures, leave, promotions and other personnel affairs, and verifying compliance with organising laws, regulations and decisions.
Ensuring the safety of funds,trusts, furniture, tools, buildings and other assets owned by the Ministry or subject to its supervision.
Participating in the inventory of the contents of stores and other places of deposit.
5 Article
1. Supervising the waste treatment plant, its relay stations and sanitary landfills for trash and recycling in accordance with the specifications and standards of environmental health.
Overseeing the compost plant.
Coordinating with the competent authorities within the Ministry to set management plans for sound waste treatment, taking into account the preservation of the health and safety of the environment and community.
6 Article
Proposing priorities for projects within the Ministry's approved plans.
Technically evaluating bids for the projects of the Ministry in coordination with the concerned administrative units, and forwarding award recommendations.
Coordinating with the administrative units of the Ministry to improve and develop procedures and criteria for determining their needs, following up the implementation of projects, evaluating their results, and submitting reports to the departments.
Preparing periodic reports on the functioning of the projects overseen by the management.
7 Article
1. Managing key operations in the Ministry.
Receiving reports on urgent environmental accidents and public inquiries.
Informing the competent authorities in and outside the Ministry about emergency environmental incidents.
Coordinating plans to deal with the concerned authorities in the State in the event of an environmental emergency.
Coordinating with government and private agencies regarding evacuation plans.
Following up and evaluating data from early warning systems in coordination with the relevant departments of the Ministry and other relevant authorities.
Providing and transferring data and information on environmental emergency cases to the competent authorities in the State.
8 Article
1. Conducting research and studying and following up legal issues pertaining to the activities of the Ministry, in coordination with the concerned administrative units.
Drafting legislative instruments relating to the Ministry and expressing an opinion on draft laws referred to it.
Expressing an opinion on the legal issues referred to it.
Drafting contracts, agreements and memoranda of understanding relating to the functions of the Ministry, in coordination with the concerned administrative units.
Investigating the facts and violations attributed to the staff of the Ministry and preparing memos on the results of such investigations, together with legal opinions and recommendations, and submitting same to the competent authority, in addition to following up the implementation of the decisions taken in this regard.
Following up disputes and issues to which the Ministry is a party, in coordination with the competent authorities.
9 Article
1. Implementing the specifications and requirements to be complied with by industrial facilities to ensure the protection of the environment.
Implementing environmental impact assessment procedures.
Assessing the studies presented to the Ministry in fulfilment of environmental permit requirements and the issuance of such permits.
Submitting project proposalsthat ensure the recycling or disposal of industrial or construction materials.
Following up the implementation of the requirements of environmental impact assessment studies for projects during construction and prior to operation.
Cooperating with the competent authorities to develop, identify and interpret environmental specifications and standards, and reviewing the terms of reference documents and scope of work for studies and plans.
Receiving and evaluating applicationsby environmental consultants and contractors submitted for the purposes of registration and accreditation, issuance of recommendations, and monitoring the performance of companies on a regular basis.
Issuing environmental approvals relating to environmental impact assessment studies.
10 Article
1. Preparing and implementing plans and programs for the monitoring of air, water and soil.
Controlling the rates and percentages of contaminants in nature to ensure they do not exceed the tolerable limits and standards.
Establishing and operating networks and systems for continuous monitoring of the concentration levels of pollutants in residential, commercial and industrial areas, oil fields, landfill sites, and others.
Identifying the various sources of pollutants and setting priorities to be followed by the concerned authorities to control these sources, and identifying and reducing the maximum amount of pollutants that emanate from such sources.
Reviewing and approving plans for the technology used to monitor and treatpollutants and to reduce their emission.
Issuing operation permits for environmentally authorized facilities and inspection thereof, and monitoring and reporting on environment-related violations.
Preparing periodic reports on the results of measuring the various pollutants in the State, and comparing same with the limits allowed.
Preparing periodic reports on the state of environmental indicators in the State.
Investigating complaints relating to environmental pollution and making recommendations thereon to the concerned authorities.
Confirming the validity of the data provided by industrial establishments regarding pollutant emissions and the amount of waste.
Checking the statements on the data record of an establishment to ensure the extent of its compliance with the implementation of environmental protection standards.
11 Article
1. Considering licencing applications by organizations and workers in the field of radiation, and the issuance of licences in this regard.
Preparing regulations and systems and the requirements of work in the field of radiation, including the permissible limits of radiation exposure, and managing radioactive waste and the conditions of transport and storage of radioactive materials and labour, in accordance with the provisions of the governing laws.
Inspecting the facilities, business and practices that involve radioactive sources or devices that release radiation, the hardware and places that have been affected by radiation, as well as participating in border control.
Setting contingency plans and nuclear safety procedures in the event of a radioactive accident, and adoptingcontingency plans for installations and institutions that own the equipment and radioactive sources, in cooperation with the competent authorities.
Setting standards for Radiological Environmental Quality control, in coordination with the concerned administrative unit.
Establishing and operating a network of early warning systems against leakage of radioactive and hazardous materials.
Preparing national projects for the peaceful uses of nuclear energy, in coordination with the various bodies in the State.
Coordinating with the International Atomic Energy Agency (IAEA) to obtain technical and financial support for the implementation of national projects.
Coordinating and supervising training plans and rehabilitation of workers in the field of nuclear applications, and the use of training grants provided by international institutions and bodies in this area.
Contributing to the implementation of regional projects relating to the peaceful uses of nuclear energy.
Preparing plans and programs to deal with hazardous materials and developing standards and requirements of prevention and safety when handling such materials.
Preparing regulations and technical guidelines for the prevention of environmental hazards caused by poor circulation, import or export, storage or transportation, or packing of hazardous materials.
Cooperating with international bodies in following up banned and restricted hazardous substances, and taking appropriate action at the national level.
Establishing environmental standards for the transportation, packaging and storage of hazardous materials, according to the regulations in force in the world.
Adopting licencing models relating to the circulation of hazardous materials and waste.
Assessing licence applications to trade, import or export, store or transport or package hazardous materials, and issuing licences in this regard and following-up their duration of effect.
Identifying proper locations for the treatment and disposal of harmful substances and hazardous waste, and allocating plots of land in such locations to that end, in coordination with the competent authorities.
Managing the data base of hazardous materials exported from and imported into the State, and working on the continuity of development and modernization thereof, in coordination with the concerned authorities.
Issuing permits for dealing with waste, in accordance with regulations approved in this regard.
12 Article
Monitoring and protecting wildlife and marine life in the State through the development of protection and implementation plans, in coordination with the competent authorities.
Coordinating with the concerned authorities in apprehending persons that violate environmental land and sea regulations, and referring same to the competent authorities.
Participating with the competent authorities in the rehabilitation of mainland and coastal and marine areas.
Participating in establishing a program for replanting gardens and natural areas with wild plants and conserving such areas against desertification, in coordination with the competent authorities.
Obliging companies benefiting from government land outside the cities to remove all structures and to rehabilitate sites after being used or after becoming environmentally non-viable.
Administratively removing irregularities regarding temporary permits.
13 Article
1. Drawing up plans for the management of nature reserves, in coordination with the competent authorities.
Conducting studies and evaluating proposals on the location of new reserves.
Overseeing the management of nature reserves in the country and the preservation of wild life.
Providing a database and information relating to natural reserves, including the species and numbers of living organisms.
Issuing
entry permits
to the reserves.
Participating in the study of developmental projects and evaluating their environmental impact on protected wildlife and nature reserves.
Issuing environmental approval for constructions outside the cities and in the villages, in coordination with the competent authorities.
Issuing and managing temporary environmental permits for onshore facilities (Azab) and special camps.
Issuing environmental permits for industrial and commercial sites, quarries and crushers, and permits for the extraction, transportation and supervision of sift reclamation, in coordination with the competent authorities.
Preparing and implementing resettlement programs for endangered species in the Qatari environment, and providing the appropriate conditions for growth and reproduction thereof.
Following up the implementation of the State's obligations resulting from the signing of relevant regional and international bio-diversity and wildlife conventions and protocols to which the State is a party.
Participating in the preparation of studies, research and authorisations related to biodiversity.
Studying the advantage of cutting-edge scientific methods and modern technology in the field of wildlife and marine protection, and publishing such studies after being proven to be valid and of benefit.
Certifying the import and export of wildlife protected by international agreements, along with their products and offal.
Supervising the management of wildlife rehabilitation and propagation in coordination with the competent authorities.
Caring for rare and endangered animals within protected areas and conducting field tests for the development of wildlife.
Supervising the Friends of the Environment Centre.
14 Article
1. Developing plans and programs relating to the assessment of the development of all types of water resources in the State, and managing, developing and protecting such resources according to the adopted strategies and laws.
Operating, developing and maintaining networks, monitoring groundwater resources in the State, and recording and analysing the relevant data for use in the evaluation and management of these resources for agriculture and other uses.
Monitoring the quality of treated water and its compliance with health conditions, supervising sewage and developing ways to reduce the environmental pollution caused by it, and administratively removing irregularities, in coordination with the competent authorities.
Estimating the water scale for the various water basins in the country.
Following up the implementation plans for the development and rational useof water resources in the State according to adopted goals.
Studying and issuing licences related to groundwater resources and following up their implementation according to data on the water situation within the framework of laws, regulations and procedures relating to groundwater resources.
Issuing permits to dig and maintain boreholes and related facilities, and controlling the companies operating in this area.
Conducting research and studies related to water resourcemanagement, development and monitoring.
Participating in the creation of an information database linked to a groundwater information system.
15 Article
1. Preparing and implementing plans, programs and research that will achieve sustainable agricultural development in the country.
Supervising and managing agricultural nurseries according to the law.
Protecting agriculture from pests and diseases and implementing programs and taking action to control and reduce the spread of such pests and diseases.
Preparing and implementing guidance and training programs aimed at technology transfer and guidance of farmers about production methods and modern marketing, in coordination with the competent administrative units.
Providing agricultural services to farmers and evaluating same according to the latest developments.
Overseeing agricultural development centres, as well as managing agricultural research centres, stations and farms.
Licensing privately owned nurseries.
Managing, developing and rehabilitating pastures with a focus on the cultivation of Qatari environment plants and plants that can be locally adapted without constituting a threat to the survival of Qatari environment plants.
Presenting proposals on appropriate mechanisms for the coordination and implementation of joint research programs between local, regional and international institutions and centres.
Preparing annual reports and research programs, and issuing periodic scientific publications.
Fixing
the boundaries of farms and houses on the mainland and issuing permits to increase space and the acquisition of farm land, in coordination with the competent authorities.
Regulating the affairs of agricultural holdings and pastoral land, and monitoring the implementation of laws and decisions issued in this regard.
Licensing farming activities, controlling potential irregularities in farms, and reporting same to the appropriate authorities.
16 Article
1. Preparing and implementing development plans and proposals to protect livestock.
Presenting studies and proposals on productivity programmes and veterinary instructions, and implementing projects that will develop and protect livestock.
Presenting administrative and legal regulations to create a record of ranchers and herders, and overseeing their implementation.
Developing plans, programs and research projects.
Preparing and implementing the annual program of applied research and studies on animal-related diseases, including nutritional deficiencies, blood and toxins.
Supervising field and laboratory investigations into various animal diseases.
Overseeing the management and operation of government veterinary clinics, as well as supervising and controlling private veterinary clinics.
Overseeing the implementation of the national immunization campaign for Infectious Diseases and treatment programs.
Operating and managing zoos and working towards their modernization and development.
Supervising the veterinary quarantines and working to develop them according to the law.
Supervising and managing animal research centres and stations.
Issuing licenses for permanent breeding places, in coordination with the competent authorities.
Issuing permits for the import, export, transfer and transit of living organisms and their products across the border, and coordinating with the administrative units concerned in the application of international conventions on the protection of endangered species.
Preparing reports on annual research programs and publishing periodic scientific publications.
Keeping records of private livestock owners that indicate types and strains of livestock and the diseases affecting them, as well as developing outreach programs.
17 Article
1. Proposing a general plan for the protection, development, manufacture and proper exploitation of fisheries, and overseeing the implementation of such proposal.
Preparing plans, programs, research and studies on fisheries, in coordination with the competent authorities.
Proposing protection and prevention systems for the sustainable development and good management of fisheries, identifying ways, means and seasons of fishing, as well as identifying the sites where fishing is permissible and the quantities allowed.
Establishing experimental fisheries, preparing research and programs related to their development, and supervising aquaculture activities and projects in the country in coordination with the concerned authorities.
Licensing fishing vessels and professional fishermen in accordance with the provisions of law.
Monitoring the implementation of the laws governing the exploitation, trading, marketing and protection of fisheries.
Providing services and training programs to fishermen and developing guidelines to make them aware of the most modern fishing and trading methods.
18 Article
1. Conducting applied research and providing specialized scientific diagnoses of environmental phenomena in plant, animal, and fish and marine domains.
Conducting studies to determine solutions through the useofbiotechnologyto problems and obstacles facing the safety of the environment and of plant, animal, and fish and marine domains.
Developing ways through the use of biotechnology to multiply the various economic crops.
Increasing plant tissues according to the various needs of various programs.
Using DNA techniques in defining, classifying and improving the areas of plant, animal, and fish and marine domains.
Assessing and analysing food risks derived from biotechnology.
Contributing to the preservation of assets and genetic strains of plant, animal, fish and marine life in the State.
19 Article
The Green Qatar Centre shall be specialised in the following:
Working towards extending green areas in the State through the promotion of landscaping in and outside the cities.
Organizing annual competitions that encourage an increase in green areas in homes, schools and industrial cities.
Advising on designs for home and school gardens and irrigation systems therein.
Providing advice on the handling of agricultural problems resulting from the designs for home and school gardens, and proposing solutions thereto.
Issuing publications on agricultural education.
20 Article
The Department of Central Laboratories shall be specialised in the following:
Co-drafting rules and regulations for the adoption of non-governmental laboratory equipment and services, and participating in the implementation of such rules and regulations after their adoption.
Providing services relating to the examination and testing of products, goods and services to ensure quality and compliance with the approved standards, according to the rules and regulations in force.
Conducting research and studies on the methods of inspection and testing of goods and products during the preparation of draft standards related thereto.
Preparing studies and laboratory research for government agencies, companies and individuals regarding the development of quality and conformity with the approved standards, in accordance with the provisions of applicable laws and regulations.
Conducting examinations and tests for the granting of quality labels and certificates of conformity with the standard specifications, in coordination with the competent authorities.
Calibrating and stamping precious metals and gems according to the applicable rules and regulations, and coordinating with the accredited calibration laboratories for the provision of services in this area.
Standardising and labeling metrology, weights and measures in accordance with the provisions of applicable laws and regulations.
Cooperating technically with domestic and foreign laboratories in the exchange of information.
Issuing inspection and testing reports on goods, raw materials and products subject to national standard specifications.
Providing support for research activities and technical and analytical consultancies required by the administrative units of the Ministry in the field of testing and analysis.
21 Article
The Department of Quality and Conformity shall be specialised in the following:
Investigating the conformity of domestic and imported products with the approved standards.
Implementing periodic plans and unscheduled inspections of sites, factories, warehouses, goods, products and services, in coordination with the competent authorities.
Proposing rules and regulations regarding the granting of quality labels, certificates of conformity and laboratory accreditation to non-governmental bodies and services, and seeking to implement such rules and regulations after their adoption.
Providing services and advice to institutions and individuals on conformity with standard specifications and quality improvement.
Conducting periodic follow-up of quality levels with those that have acquired a quality label.
Coordinating with local government agencies at the GCC, Arab and international levels in the field of quality control and conformity standards.
22 Article
The Department of Specifications and Standardization shall be specialised in the following:
Preparing studies for amending and updating the Qatari technical regulations and standards.
Preparing and formulating projects, technical regulations and national standards in coordination with the concerned authorities, and following up procedures for the adoption and promulgation thereof.
Participating in projects for the study of technical regulations and standards specifications at GCC, Arab and international levels, in coordination with the concerned authorities.
Preparing manuals, systems and procedures for the Department's activities.
Proposing the selling prices of bulletins and publications related to the Qatari technical regulations and standards specifications.
Preparing a Qatari standard specifications guide.
23 Article
The Human Resources Department shall be specialised in the following:
Implementing laws, rules and regulations relating to personnel.
Identifying the Ministry's staffing needs in coordination with the various administrative units.
Preparing a draft description, classification and order of jobs, and following up its implementation and development.
Preparing the first section of a draft budget in coordination with the Department of Finance and Administration.
Implementing performance assessment procedures for employees.
Making arrangements for the transfer, delegation and secondment of staff.
Studying staff eligibility for leave according to the law.
Preparing studies for the staffing structure of the Ministry and providing the necessary proposals for the development of the management system therein.
Determining the training needs of the Ministry's staff in coordination with the various administrative units, and implementing and evaluating the extent of the benefits derived from such training.
Developing and updating the databases of the Ministry's staff affairs.
24 Article
The Department of Financial and Administrative Affairs shall be specialised in the following:
Implementing laws, regulations, and financial and administrative systems related to the work of the Ministry.
Preparing a draft annual budget and final accounts of the Ministry in coordination with the concerned administrative units.
Providing the Ministry and the various administrative units with supplies and equipment required for the performance of their functions, in coordination with the concerned administrative units.
Carrying out purchases and bidsaccording to the rules and regulations in force in the State.
Overseeing the implementation of appropriations and auditing the income and expense accounts.
Receiving, classifying and recording incoming and outgoing mail.
Organizing the Ministry's archives and the archiving of documents according to the latest methods.
Preparing vouchers and all other financial transactions.

Collecting fees for the services performed by the Ministry
25 Article
The
General Services Department
shall be specialised in the following:
Supervising the Ministry's stores.
Providing and maintaining ground and sea transportation, machinery and equipment, as well as fuel, and ensuring the optimal and proper use thereof.
Meeting the needs of the Ministry for vehicles and spare parts, in coordination with the competent units.
26 Article
The Department of Information Systems shall be specialised in the following:
Preparing plans and policies for the use of computers in the Ministry's activities and following up their implementation.
Programming, saving, retrieving and developing information systems and data necessary for the activities of the Ministry.
Providing and maintaining hardware, software and electronic networks necessary for the Ministry'sautomated work systems in coordination with the concerned administrative units.
Designing, operating and managing databases and information of various kinds.
Providing the necessary technical support for users of electronic networks in the Ministry, and training them on the use of systems, software, computers and accessories.
Creating, monitoring and updating the Ministry's international information network.
27 Article
The terms of reference of both the Minister's office and the office of the Undersecretary shall be determined by a decision of the Minister.
28 Article
By a decision of the Council of Ministers, upon a recommendation of the Minister, the organization of the administrative units of which the Ministry is composed, and their terms of reference, may be amended by addition, deletion or merger.
29 Article
Where required by the public interest, and by a decision of the Minister, sections of the administrative units that make up the Ministry may be created, abolished or merged and their terms of reference set or amended.
30 Article
All competent authorities, each in their respective jurisdiction, shall enforce this resolution from its date of its publication in the
Official Gazette
.
