The organisation of the Ministry of Municipal Affairs and Agriculture and the determination of the competences thereof shall be in the manner set forth in this Law.

In addition to the competences stipulated in the aforesaid Law No. 5 of 1970, the Ministry of Municipal Affairs and Agriculture shall undertake the following competences:
1-    Proposing the policies and laying out the regulations related to the Ministry’s scope of work and competences;
2-    Preparing and implementing plans, programs and projects pertaining to the development of agricultural, water and fishery resources as well as animal wealth and conducting studies, research and experiments and publishing the statistics and data thereof;
3-    Carrying out agricultural and veterinary quarantine and combatting pests, rodents and insects that are harmful to public health;
4-    Providing services and technical advice to farm owners and those working in the field of agriculture, water usage, animal wealth and fishery resources;
5-    Annulled.
6-    Granting licenses of buildings and commercial and industrial shops and similar public shops in accordance with the prescribed rules and regulations for them in coordination with the competent authorities;
7-    Licensing the drilling of groundwater wells and regulation of their use;
8-    Proposing municipal projects including buildings, gardens, parks, ornamental horticulture, green surfaces as well as landscaping of cities and villages in coordination with the competent authorities;
9-    Preparing and implementing regulations and programs of public cleanliness and raising the awareness of citizens in this regard;
10-  Maintenance of public utilities and bystreets within cities and villages;
11-  Management and running of gardens, public parks, zoological gardens and recreational facilities;
12-  Management and control of markets and working towards developing them and securing the community’s needs of such markets;
13-  Monitoring the application of standards and specifications and all requirements and quality standards for buildings, food stuff and consumer goods;
14-  Securing the needs of other ministries and government bodies with respect to equipment and machinery and the maintenance thereof;
15-  Providing burial services and supervision of graveyards;
16-  Studying the recommendations of the Central Municipal Council and taking appropriate decisions concerning them;
17-  Promotion and development of municipal relations at the regional and international levels and organising conferences and exhibitions related to the Ministry’s competences; and
18-  Preparing draft laws and resolutions related to the Ministry’s competences.
