We, Tamim Bin Hamad Al-Thani, Deputy Emir of the State of Qatar,

After perusal of the Constitution;

The Penal Code issued by Law No. 11 of 2004;

The proposal of the Minister of Justice;

The draft Law submitted by the Council of Ministers (Cabinet); and

Having consulted the Shura Council;

Hereby promulgate the following Law:

Articles

Article 1

The text of Article 278 of the aforesaid Penal Code shall be substituted by the following:

“Article 278

Any person convicted of begging on a public road or in a public place, or of leading or encouraging a minor to beg, shall be sentenced to imprisonment for a term not exceeding one year. In lieu of the aforesaid sentence, the defendant may be committed to a correctional facility assigned for this purpose. In all cases the sentence shall also include the confiscation of any money obtained from the commission of the offence.”

Article 2

All competent authorities, each within their jurisdiction, shall enforce this Law from the date of its publication in the Official Gazette.
