Definitions
Article 1 In the application of the provisions of this Resolution, the following words and expressions shall have the meanings assigned to each, unless the context requires otherwise: “Supreme Council” means the Supreme Council for Family Affairs; “President” means the President of the Supreme Council for Family Affairs; “Board” means the Board of Directors of the Supreme Council; “General Secretariat” means the General Secretariat of the Supreme Council; “Secretary-General” means the Secretary-General of the Supreme Council.

Article 2 The Supreme Council shall have a juristic personality and a budget annexed to the general budget of the State. The Supreme Council shall report directly to the Emir. Article 3

The Supreme Council shall aim at achieving the objectives described below and at being the reference for all matters relating to family affairs: Strengthening the role of the family in society. Working on the care of the family and strengthening family ties. Studying the problems that face the family and proposing appropriate solutions. Working on achieving the goals stated in the international conventions concerning family affairs. Working on empowering women to participate in general social, political and economic life. Working towards improving the situation of working women. Overseeing the care and rehabilitation of people with special needs, the disabled, and others. Coordinating activities conducted by civil society corporations in the State and regional and international organisations. Studying, in coordination and consultation with the competent authorities, the problems of youth delinquency and proposing appropriate solutions,
The Supreme Council may conduct the following in order to achieve its objectives: Drawing a national plan in the context of the general plan of the State aimed at protecting and caring for the family in various fields, especially social, health, cultural, educational, economic, environment and media. Proposing public policies to strengthen the role of the family in society. Collecting data and statistics on the family and working to create a centralised information network in this area. Working on achieving social solidarity and proposing necessary legislation. Proposing family affairs related legislation. Coordinating and consulting with the ministries and other government agencies,authorities, public corporations and other bodies working in the fields of family, motherhood, childhood and youth. Expressing an opinion on draft agreements to be concluded in the field of protection of the family, and following up their implementation. Cooperating with authorities and international and regional organisations concerned with family affairs, and representing the State in conferences andseminars on family issues. Raising community awareness of the importance of family issues and ways to handle them. H olding conferences, seminars and forums on topics concerned with the family.
The Emir’s wife shall head the Supreme Council which consists of: 1. The Board of Directors. 2. The General Secretariat.
The following committees shall assist the Supreme Council in achieving its objectives and conducting its competencies: 1.Special Needs Committee. 2.Women’s Affairs Committee. 3.Childhood Committee. 4.Elderly Committee. 5.Youth Committee. 6.Coordinating Committee between Private Associations and Foundations. The formation of these committees, the determination of their functions, and the regulation of their work shall be issued by a decision of the President, and with the same decision, the formation,functions and regulation of the workof such committees may be amended by addition, deletion or integration.

Article 7 The management of the Supreme Council shall be undertaken by a Board of Directors consisting of the President of the Supreme Council as Chairperson, a vice-chairperson, and a membership of the Secretary- General and the heads of the committees set forth in the preceding Article. Article 8

The Vice-Chairperson shall hold the rank of minister and his appointment shall be issued by an Emiri order. The Vice-Chairperson shall replace the Chairpersonin his absence or when his office is vacant.
The Board shall have all the necessary powers and authorities to manage the affairs of the Supreme Council and undertake actions necessary for its good governance. It shall take decisions it deems necessary to achieve its objectives, in particular the following: 1.Drawing thegeneral policy of the Supreme Council and monitoring its implementation. 2.Adopting plans, programmes and projects of the Supreme Council and following up their implementation. 3.Proposing draft laws, bylaws and decisions concerned with the family. 4.Adopting the administrative, financial and technical bylaws necessary for the management of the Supreme Council and personnel bylaws, without being restricted by the regulations and rules applicable in the Government. 5.Adopting the general budget of the Supreme Council and adopting its closing account. 6.Adopting the organisational structure of the Supreme Council. 7.Studying draft international and regional treaties and conventions on the family and submitting recommendations thereon to the Emir.
1. The Board shall meet at least once every three months at the invitation of the Board’s Chairperson or where requested by three of its members. 2. Meetings of the Board shall not be valid unless attended by a majority, including the Chairperson or Vice-Chairperson. 3. The Board shall choose a Secretary and determine hisfunctions and financial remuneration. The Board shall establish a bylaw for the regulation of its work and meetings
1.The Board’s meetings shall be confidential and neither attendance nor voting by proxy shall be permitted. 2.The Board shall issue resolutions by majority voteof the members present. Where there is a deadlock, the Chairperson shall cast the deciding vote.
The Board may invite to attend its meetings any competent and experienced person among the Government’s employees or others.Such invited persons shall have no right to vote when making decisions.
The Board may establish permanent or ad-hoc committees and work teams from amongcompetent and experienced persons in order to assist the Board in considering matters within its competence.
The Board’s minutes of meetings and decisions shall be noted in a special record which shall be signed by the Chairperson and the Secretary.
The Chairperson, or the Vice-Chairperson in his absence, shall have the right to sign on behalf of the Supreme Council. The Board may authorise the Secretary-General to sign in matters which the Board shall definein accordance with the provisions of the internal bylaws.
The Supreme Council’sstamp on itspapers shall not be deemed valid unless accompanied by the signature of the Chairperson of the Board or a person authorised to sign.
General Secretariat
Article 17 The Supreme Council shall have a Secretary-General with the rank of Undersecretary appointed by a decree on the nomination of the Board’s Chairperson. Article 18

The Secretary-General shall supervise all administrative units of the Supreme Council and its activities.
The General Secretariat shall consist of the following administrative units: 1. Department of Programmes and Research. 2. Department of Relations and Media. 3. Department of Information Technology. 4. Department of Administrative and Financial Affairs. Each unit shall practice the competencies determined by the internal bylaws of the Supreme Council.
The Chairperson may amend the organisation of the administrative units by addition, deletion or integration, and may also assign or amend their competencies. He may, where deemed necessary in the publicinterest, establish, abolish or integrate sections in the administrative units and assign or amend their competencies.
The Secretary-General shall represent the Supreme Council before the judiciary and in its relations with third parties
Financial Resources
Article 22 The financial resources of the Supreme Councilshall comprise the following: 1.Financial appropriations assigned by the Statein the general budget. 2.Contributions from authorities, corporations and other bodies. 3.Gifts, endowments, donations and grants. 4.Revenues earned from the exercise of its activities. 5.Revenues from the investment of its funds.The Board shall establish rules regulating such investment. 6.Loansconcluded with others inside or outside Qatar. The Supreme Council shallpreparea report regarding its activities, workflow and financial situation within a period not exceeding three months from the end of each financial year. This report shall be submitted to the Emir together with the suggestions and recommendations of the Board.
General Provisions
Article 24 Law of Civil Service, referred to above, shall be applicable to the employees of the Supreme Council in matters not provided for in this Resolution or the internal bylaws of the Supreme Council. Article 25

Emiri Resolution No. 53 of 1998, referred to above, and each provision that violates the provisions of this Resolution shall be rescinded.
All competent authorities, each within its own jurisdiction, shall enforce this Resolution which shall come into effect from the date of its publication in the Official Gazette.
