The Council of Ministers,

Having perused the Amended Provisional Constitution, in particular Articles 33 and 34 thereof;

Law No. 11 of 1997 establishing the Qatar General Authority for Radio and Television, as amended by Law No. 9 of 2004;

Emiri Resolution No. 29 of 1996 on the Council of Ministers’ Resolutions to be submitted to the Emir for ratification and issuance; and

The proposal of the Board of Directors of the Qatar General Authority for Radio and Television,

Hereby resolves the following:

Articles

Article 1

A department shall be added to the administrative units composing the Qatar General Authority for Radio and Television called “Department of Sout Al Khaleej Radio”.

Article 2

The Department of Sout Al Khaleej Radio shall be specialised in the following:

Preparing, presenting and producing Gulf and Arab literary, poetic, recreational, sports and musical programmes.
Preparing plans and studies related to the development of the Radio performance through its presentation and production of programmes.
Preparing and drafting contracts for the purchase of programmes and songs, and owning and exploiting broadcast rights, or those relating to the marketing and sale or exchange of programmes and songs between the Radio and other radios and developing rules regulating them.
Broadcasting the Radio's signal inside and outside the State and supporting the development of its stations and transmitters according to modern scientific methods.
Covering,transmitting and broadcasting cultural, artistic and sports activities that are held in the State in coordination with the Qatar Radio.
Owning the copyright and reputation of the radio materials that have been produced or used, and preventing others from exploiting.
Preparing the annual budget of the Radio in various aspects, discussing it with the concerned body at the Authority, working on the adoption thereof and following up its implementation.
Upgrading technical and vocational level for the Radio's technicians and employees.

Article 3

All competent authorities, each within its own jurisdiction, shall enforce this Resolution which shall come into force from the date of its issuance and shall be published in the Official Gazette.
