Resolution of the Council of Ministers No. 8 of 1982 Concerning Organizing, Issuing and Distributing Prints and Bulletins by the Diplomatic and Consulate Missions Accredited to the State of Qatar 8 / 1982

The Council of Ministers;
Having perused the Amended Provisional Constitution, particularly Articles 23, 33, and 34 thereof;
Law No. 5 of 1970 specifying the powers of the ministers and functions of the ministers and other government organs, as amended,
Law No. 6 of 1976 concerning the organization of the Ministry of Foreign Affairs, and amending law thereof;
Law No. 8 of 1979 on the prints and publications, in particular Article 59 thereof,
Law No. 6 of 1981, concerning the organization of the Ministry of Information,
The proposal of the Minister of Information,
Hereby resolves the following:


Articles

Article 1


Diplomatic and Consulate Missions accredited to the State of Qatar shall not issue or distribute any prints or bulletins unless they acquire prior written approval from the Department of Prints and Publications at the Ministry of Information based on the recommendation of the Ministry of Foreign Affairs and on relations of reciprocity.


 

Article 2


In order to obtain the approval referred to in Article 1, a written application shall be submitted to the Ministry of Foreign Affairs with 10 (ten) copies of each print or bulletin attached thereto. The Ministry of Foreign Affairs shall deposit 5 (five) copies of the application, as well as its recommendations regarding approval or denial, at the Department of Prints and Publications.
In all cases the applicant is prohibited from issuing or distributing any prints before receiving written notification from the Ministry of Foreign Affairs that approval has been granted by the Department of Prints and Publications.


 

Article 3


The approval to issue or distribute any print or bulletin is subject to the following conditions:
  1. The content of the print or bulletin shall be limited to issues of the cultural, economic, scientific and constructional character of the country of the Diplomatic and Consulate Missions, the statements of officials thereof and the official reports issued therefrom.
  2. Non interference with the internal affairs of the State or its ruling system or affect its safety, security or general public order.
  3. Observe and respect the traditions and customs of the State.
  4. No print or bulletin shall be used as a tool for political, ideological or social attacks on any Arab or friendly country for any reason.
  5. Speeches and statements by officials of the country of the representative mission or body, or official and other releases intended for publication or distribution shall contain no material that contravenes the conditions stipulated in the above three items.


 

Article 4


The Diplomatic and Consulate Missions shall be exempted from censorship of movies, magic lantern paintings and other artistic works if such works were allocated for display only at the headquarters and exclusively to the diplomatic and administrative members, and on the condition of reciprocity.
 
Without prejudice to the conditions stipulated in Article 3, if the artistic work is allocated for display to individuals other than members of the Diplomatic and Consulate Missions, or at a location other than the headquarters, clearance from the censorship committee specialised in managing the prints at the Department of Prints and Publications shall be obtained in accordance with the provisions of the aforesaid Law No. 8 of 1979. An application to obtain the clearance shall be submitted to the Ministry of Foreign Affairs, together with two copies of the work intended to be displayed, for referral to the Competent Department. The Ministry shall provide its recommendations for approving or denying the application.
 


 

Article 5


If any person contravenes the provisions of Articles 3 or 4 herein, the Department of Prints and Publication may, after recognizing the opinion of the Ministry of Foreign Affairs, stop the release or distribution of any print or bulletin or cancel the clearance permitting the display of an artistic work.


 

Article 6


All competent authorities, each within its jurisdiction, shall execute this law which shall come into force from the date of its publication in the Official Gazette.
