Part 1: Establishment administration and colleges of the university Article 1
A university call “Qatar University” shall be established in Qatar. The Emir shall be its Chancellor and the city of Doha shall be its headquarters. |
Article 2
Qatar University is a public institution of an academic and cultural nature and has a legal personality and an independent budget. It is an Arab, Islamic university and a beacon of human thought. It is concerned with everything relating to higher education and academic research and working to prepare specialists, technicians and experts, promote the progress of morals, advance the sciences and the arts, and develop the community, while maintaining its traditional Arabic elements, and deep-rooted Islamic cultural heritage, and strengthening cultural and academic links with other universities and Arab, foreign and international institutions. |
Article 3
Arabic shall be the language of instruction unless the nature of some of the courses requires that they be taught in another language, as determined by the University Board. |
Article 4
The University shall consist of a number of colleges, institutes and research centres that shall be established by a decree of the Emir based upon the proposal of the University Board. Branches of the University may be established in Qatar and abroad by a decree of the Emir based upon the proposal of the University Board. |
Article 5
The University shall be administered by the: a - University Board b - President of the Universit Each college or institute shall be administered by: a - The Board of the college or institute. a - The Dean of the college or institute. |
Article 6 (Amended By Decree 14/2000) (Amended By Law 15/1995)
The University Board shall be made up of the President of the University as chairperson and the following members:
- Vice President for Academic Affairs
- Vice President for Research and Community Service
- Vice President for Administrative Affairs
- Deans of the colleges
- Deans of Student Affairs and Higher Studies
- One of the heads of the research centres in the university selected by the President.
- One of the faculty members of the university selected by the President.
- h - Four Qatari members who are senior State officials and public figures, one of whom is a representative of the Ministry of Education and Higher Education nominated by its Minister, the second a representative of the Planning Council nominated by its chairman and the third a representative of the Ministry of Civil Service and Housing Affairs. The four members shall be appointed by a decree of the Emir for a period of three years subject to renewal.

Article 7
The University Board shall be concerned in general with consideration of the matters relating to the organization of university education linking it to academic research to meet the needs of the country and the demands of its progress, and in particular the following: a - Laying down the general policy for university education and submitting this general policy to the Cabinet for confirmation. It shall be approved by the Emir. b - Planning for university education and coordination, organization and follow-up of the same, according to the general policy prescribed for this education. c - Affairs relating to study, students, examinations and academic degrees d - Proposing the technical, administrative and financial executive and regulatory bylaws. These bylaws shall only take effect after their confirmation by the Cabinet and approval by the Emir. e - Any other duties assigned to it or the university regulatory and executive bylaws |
Article 8
The University Board shall meet pursuant to the invitation of the chairperson at least once every two months. The Emir shall invite the Board to convene under his chairmanship whenever so required by the needs of the best interests of university education. |
Article 9 (Amended By Law 1/2000)
The President of the University shall be appointed by an Emiri decree for a period of four years which shall be renewable. It is a requirement that he be a university professor of long-standing experience and a lofty academic position. Notwithstanding the provisions of the preceding paragraph some of the abovementioned requirements may be waived if the appointee is a Qatari citizen who holds a doctoral degree. |
Article 10
The President of the University shall be responsible for supervising it and administering its academic, administrative and financial affairs. He shall represent the university before other bodies. The President of the University shall issue the administrative and regulatory resolutions required for the distribution of duties and the proper workflow of the university. He shall be responsible before the Emir for implementation of the university laws and bylaws and for the discharge of the duties of his position. He shall submit to the Emir at the end of each academic year, after presenting the same to University Board, a report on the affairs of education, academic research and all other aspects of activity at the University, together with his recommendations and suggestions for the advancement of university education. |
Article 11 (Amended By Law 15/1995)
The President of the university shall have three vice presidents that will assist him in administering its affairs. The first of them shall be for academic affairs, the second for research and community service and the third for administrative affairs. The most senior vice president shall carry out the functions of the President in his absence. It is a requirement that any person appointed to the position of Vice President of the University be a university professor. If he is a Qatari citizen he may be an assistant professor. The appointment of the Vice President shall be by an Emiri decree for a period of four years which shall be renewable. The terms of reference of each of the Vice Presidents shall be determined by a resolution of the University Board based on the proposal of the President. |

The Vice President for Administrative Affairs shall be responsible in addition to his functions for the secretariat of the University Board. |
Article 12 - BIS
There shall be a dean for student affairs at the university who shall be appointed by an Emiri decree based upon the proposal of the University Board. It is a requirement that he be a member of the faculty who is a Qatari citizen. An associate shall assist the Dean of Student Affairs in the administration of the deanship and shall take his place in his absence. His appointment shall be by Emiri decree. It is a requirement that he be a competent member of the faculty. |

The competencies of the Dean of Student Affairs shall be determined by a resolution of the University Board based on the proposal of the President. |
Article 12 - مكرر 2 (Added By: Decree 14 / 2000)
There shall be a dean for higher studies at the university who shall be appointed by an Emiri decree based upon the proposal of the University Board. It is a requirement that he be a Qatari member of the faculty at the level of assistant professor or lower. The terms of reference of the Dean of Higher Studies shall be determined by a resolution of the University Board based on the proposal of the President. An associate shall assist the Dean of Higher Studies in the administration of the deanship and shall take his place in his absence. His appointment shall be by Emiri decree. It is a requirement that he be a Qatari member of the faculty. |
Article 13
Each college shall have a board chaired by the dean. The membership of the Board shall include the undersecretary of the college, the heads of the departments and three members selected by the College Board from the faculty or from outside. They shall be appointed by an Emiri Resolution based upon the proposal of the University Board. |
Article 14
The College Board shall be concerned with consideration of the matters determined by the executive bylaw, and in particular those relating to planning, organizing and following up. |
Article 15
The dean shall be appointed by an Emiri Resolution based upon the proposal of University Board. It is a requirement that he be a university professor. If he is a Qatari citizen he may be an assistant professor. The dean shall be selected from three persons nominated by the College Board for a period of four years which shall be renewable. |
Article 16
An undersecretary shall be appointed for the College who will assist the Dean in administering its affairs and shall take his place in his absence. It is a requirement that he be a university professor. If he is a Qatari citizen he may be an assistant professor or lecturer who had occupied this position for a period not less than three years on condition that he has published academic output that is not less than one research article. The appointment of the College Undersecretary shall be based on the nomination of its Board. An Emiri Resolution based upon the proposal of the University Board shall be issued for his appointment for a period of four years which shall be renewable. |
Article 17
An internal bylaw shall be issued for each college or institute by a resolution of the President of the University based upon the proposal of the Board of the college or institute and the approval of the University Board. This bylaw shall outline the framework for the college or institute, and its various internal affairs. |
Part 2: Faculty, Assistants Lecturers, and Tutors Article 18
The faculty members are: a - Professors b - Assistant Professors c - Lecturers |
Article 19
The faculty members shall be appointed by an Emiri decree after taking the opinion of the Board of the relevant College and the approval of the University Board. |
Article 20
It is a requirement in any person appointed as a member of the faculty that he holds a doctoral degree or its equivalent from a recognized university in a subject that qualifies him to occupy the position, taking into consideration the other conditions prescribed by law or the regulatory and executive university bylaws. |
Article 21
Subject to the provision of Article 20 of this Law, the following is a requirement in any person appointed as an assistant professor:
A: In relation to appointment from within the university:
1 - He should have occupied the position of lecturer for a period of at least five years at Qatar University or an equivalent university or academic institution.
In calculating this period, a previous period of work by the appointee in a position as lecturer from the date of receiving the doctoral degree, may be included provided that he was a lecturer at Qatar University for a period two years.
2 - He must submit original academic output accepted by an ad hoc committee, formed by the University Board, in accordance with the conditions and standards for which a resolution was issued by the Board.
B: In relation to appointment from outside the university:
1 - At least six years should have passed after he obtained the doctoral degree that qualifies him for the appointment in the positions of faculty members or their equivalent.
2 - He must submit original academic output accepted by the ad hoc committee stipulated in Clause A of this article.
3 - The competence and the conditions required for teaching at the university in accordance with the conditions established by a resolution of the University Board must be found in him, or he should have taught for one year at an equivalent university or academic institution.
As an exception to the conditions referred to, assistant professors may be appointed from outside the university, if they occupy this position in an equivalent university or academic institution.

Article 22
Subject to the provision of Article 20 of this Law, the following is a requirement in any person appointed as a professor:
A: In relation to appointment from within the university:
1 - He should have occupied the position of lecturer for a period of at least five years at Qatar University or an equivalent university or academic institution.
2 - He must submit original academic output accepted by the committee stipulated in Clause A of Article 21 of this Law.
B: In relation to appointment from outside the university:
1 - At least twelve years should have passed after he obtained the doctoral degree that qualifies him for appointment to the positions of faculty members or their equivalent; or at least six years should have passed after he obtained the position of assistant professor.
2 - He must submit original academic output accepted by the ad hoc committee stipulated in Clause A of Article 21 of this Law.
3 - The competence and the conditions required for teaching at the university in accordance with the conditions established by a resolution of the University Board must be found in him, or he should have taught for a year at an equivalent university or academic institution.
As an exception to the conditions referred to, professors may be appointed from outside the university, if they occupy this position in an equivalent university or academic institution.

Article 23
Visiting professors and assistant professors may be used for temporary periods. This shall be by a resolution of the President of the University based upon the proposal of the relevant College Board. |
Article 24
When required, suitably qualified persons may be appointed or delegated to the faculty from outside, according to the rules regulated by the executive bylaw. |
Article 25
Lecturers, assistants and tutors who are Qatari citizens shall be appointed in the colleges and institutes and shall be representatives of the faculty members therein in accordance with the rules regulated by the executive bylaw. A decree of the Emir shall be issued for their appointment based upon the proposal of the relevant College Board and the approval of the University Board. When necessary, and in order to achieve public benefit, lecturers, assistants and tutors may be non-Qatari citizens. |
Article 26
The Executive Bylaw of this Law shall regulate the provisions, rules and procedures that shall apply to faculty members with respect to investigation and discipline. |
Part 3: General Provisions Article 27
The financial year of the university shall begin on the first of June of every year. It shall have a special budget, the draft of which shall be prepared by the Board after taking the opinion of the relevant bodies in accordance with the Law. It shall be submitted to the Cabinet for confirmation. A resolution of the Emir shall be issued for the approval of the budget. |
Article 28
The University shall transact in its funds and shall be responsible for their management by itself in accordance with a financial and accounting regulation for which an Emiri resolution shall be issued based upon the proposal of the President of the University and the approval of the University Board. |
Article 29
The University Board shall lay down the rules that regulate the start and end dates of the academic year, the vacations of faculty members and university employees; their start and end dates, privileges of students, their allowances and grants provided to other countries. The resolutions issued for the regulation of those rules shall be approved by the Emir. |
Article 30
The Emir may delegate some of his powers in accordance with this Law to any body for which a resolution shall be issued by him. |
Article 31 (Amended By Decree 14/2000) (Amended By Law 15/1995)
The schedule of positions, salaries and allowances for which a resolution of the Emir is issued based upon the proposal of the University Board shall be applicable to members of the higher administrative council, the faculty, assistant lecturers, and tutors at the university. Priority between the various incumbents shall be according to the sequence of these positions in Articles 9, 11, 12 repeated 12 repeated (b), 15, 16, 18 and 25 of this Law. |
Article 32
The schedule of positions, salaries and allowances for which a resolution of the Emir is issued based upon the proposal of the University Board shall be applicable to members of the higher administrative council, the faculty, assistant lecturers, and tutors at the university. Priority between the various incumbents shall be according to the sequence of these positions in Articles 9, 11, 12 ,18 and 25 of this Law. |
Article 33
The general laws and bylaws in effect shall apply with respect to those matters not specifically provided for in the law and its regulatory and executive bylaws. |
Article 34
All competent authorities, each within its jurisdiction, shall enforce this Law on the date of its promulgation and shall be published in the Official Gazette. |
