Articles (1-3)

We, Hamad Bin Khalifa Al-Thani, Emir of the State of Qatar,

Having perused the Amended Provisional Constitution, in particular Articles 23, 27 and 34 thereof;

Law No. 2 of 1962 regulating the public fiscal policy in Qatar;

Decree-Law No. 10 of 1974 establishing the Qatar General Petroleum Corporation, and the amendments thereof;

Decree-Law No. 22 of 1993 organising the Ministry of Finance,
Economy and Commerce and assigning the competencies thereof;

Council of Ministers Resolution No. 12 of 1995 adopting Resolution No. 2 of 1995
of the Board of Directors of Qatar General Petroleum Corporation issued on 9 April 1995 on the guarantee
provided by the Corporation to finance the project of Qatar Liquefied Gas Company Limited for facilities and liquefied gas plants;

Resolution No. 2 of 1995 of the Board of Directors of Qatar General Petroleum Corporation
issued on 9 April 1995 on the guarantee provided by the Corporation to finance the project of Qatar Liquefied Gas Company Limited for facilities and liquefied gas plants;

Resolution No. 2 of 1995 of the Board of Directors of Qatar General Petroleum Corporation issued on 9 April 1995on the guarantee provided by the Corporation to finance the project of Qatar Liquefied Gas Company Limited for facilities and liquefied gas plants;

The Loan Agreement dated 29 April 1995for financing Qatar Liquefied Gas Company Limited for facilities and plants;

The draft Agreement on the Guarantee of the Government of the State of Qatar for the Financial Liabilities
Arising from the Guarantee of Qatar General Petroleum Corporation for the Financing of the Project of
Qatar Liquefied Gas Company Limited for Facilities and Liquefied Gas Plants, according to the draft Agreement
on the guarantee of completion of the project and the draft Agreement on the Guarantee of Slide (c) for the financing of the same project.

The proposal of the Minister of Finance and Commerce; and The draft Decree-Law submitted by the Council of Ministers;

Hereby promulgate the following:

Articles

Article 1

The Government of the State of Qatar is approved the guarantee for the financial liabilities arising from the guarantee of Qatar General Petroleum Corporation for the financing of the project of Qatar Liquefied Gas Company Limited for facilities and Liquefied Gas Plants, according to the draft Agreement on the guarantee of completion of the project, and the draft Agreement on the Guarantee of Slide (c) for the financing of the same project.

Article 2

The Minister of Finance, Economy and Commerce is authorised to sign the draft Agreement on the guarantee which shall be concluded among the Government (as guarantor), JapanQatari Liquefied Gas Investment Company (the lending company), Bank of Tokyo (loan agent) and Fuji Bank (custodian offinance guarantees of the project of Qatar Liquefied Gas Company Limited for facilities and plants).

Article 3

All competent authorities, each within its jurisdiction, shall enforce this Law which shall come into force from the date of its publication in the Official Gazette.
