1. The president of the Bureau may delegate whomever he deems appropriate from the Bureau's technical members to attend meetings of various tender committees in order to ascertain that all due procedures pursuant to the prescribed financial rules have been observed, and to alert such committees to any violation of such rules and procedures. The Bureau's delegate shall have the right to access the tender documents before the meeting of the tender committee and direct any question or inquiry to the committee on the subject of the tender, and to express his opinion and observations orally during the meeting, or confirm these observations in writing in the minutes of the committee's work. The Bureau's delegate may sign the minutes of the meetings of the committee and obtain a copy thereof and also of the evaluation and selection of proposals.
