A general assembly may not, at any ordinary or extraordinary meeting, consider issues not included on the agenda. An extraordinary meeting of the general assembly may not be held to consider an issue on which a decision has already been given, unless one (1) year shall have elapsed from the date of issuance of such decision. A meeting of the general assembly, whether an ordinary or extraordinary meeting, shall not be deemed valid unless the Ministry has been notified thereof at least seven days in advance. The Ministry may send its representative to attend general assembly meetings. When notified of the meeting of the general assembly, whether an ordinary or extraordinary meeting, the Ministry may set an alternative date for the meeting, and the Association shall be informed thereof within three (3) days of the initial date of notification to the Ministry.
